⇨ Oceans do more than just absorb carbon dioxide and moderate the climate. They also cool the planet by releasing short-lived halogens such as chlorine, bromine, and iodine, a new study has found.

⇨ Currently, these halogens contribute 8-10 percent of cooling. This could increase to 18-31 percent by 2100, the study published.

⇨ Short-lived halogens, which have a lifetime of less than six months in the atmosphere, are naturally produced by the oceans.

⇨ India created National Clean Energy Fund (NCEF) through the Finance Bill 2010-11 by the recommendation of the Cabinet Committee of Economic Affairs (CCEA) to invest in entrepreneurial ventures and research in the field of clean energy technologies.

⇨ It is funded through an initial carbon tax on the use of coal by industries.

⇨ India established National Adaptation Fund in 2014 with a corpus of Rs. 100 crores with the aim of bridging the gap between the need and the available funds.

⇨ The CDRI was launched by the Hon’ble Prime Minister of India during the United Nations Climate Action Summit on 23 September 2019, in New York.

⇨ It is a major global initiative launched by the Government of India and is seen as India's attempt to obtain a global leadership role in climate change and disaster resilience matters.

⇨ On 28 August 2019, the Cabinet approved the setting up of CDRI along with its supporting Secretariat in New Delhi and also gave the approval for the Government of India's financial support of Rs. 480 crore to CDRI over a period of 5 years from 2019-20 to 2023-24.

⇨ Subsequently, on the 29th June 2022, the Cabinet approved the recognition of CDRI as an International Organization and for the signing of a Headquarters Agreement (HQA) for granting CDRI exemptions, immunities, and privileges as contemplated under Section-3 of the UN (P&I) Act, 1947.

⇨ CDRI is a global partnership of National Governments, UN agencies and programs, multilateral development banks and financing mechanisms, the private sector, and academic and knowledge institutions that aims to promote the resilience of infrastructure systems to climate and disaster risks, thereby ensuring sustainable development.

⇨ Since its launch, thirty-one (31) Countries, six (06) International Organizations, and two (02) private sector organizations have become members of CDRI.
